MATERIAL TRANSFER AGREEMENTS (MTA)
Shipments out of the United States of any agent or toxin, listed with the Department of Commerce, or genetic elements from any of these agents, requires a license from the Department of Commerce. USDA and FDA vaccines approved for clinical trials do not require a license. Investigational new drugs in their final trials may not need a license.
